Supporting ESCO projects in the public sector _ Legal assistance for an ESCO project enabling legal framework

The objective of this assignment was to support national legislators to develop legal frameworks in the Western Balkan (WB) countries that enable ESCO/EnPC projects in the public sector. This objective was broken down into the following sub-objectives and corresponding tasks:

1. To establish a platform for expanding the use of EnPCs in Western Balkan (WB) countries.
2. To inform key stakeholders of these new procedures etc., raise their awareness and ensure their understanding of the mechanism in order to ensure expanding the use of EnPCs in WB countries.

The assignment supported national ministries in Montenegro and Serbia in the establishment of a favorable framework for EnCP in public sector by conducting legal gap analyses, development of EnCP model contracts for the public sector and policy advice.
