ESCO Pipeline Preparation in Serbia

The project aimed at reducing energy consumption in the public sector in Serbia. It targeted both public sector buildings as well as public services such as street lighting, using energy performance contracting (EnPC) as a novel way to finance these investments.

The specific objectives of this assignment were to

• Identify interested public authorities and support development of EnPC projects
• support the implementation of the identified and suitable EnPC projects through assistance with the procurement process;
• analyse EnPC investment potential in different market segments; and
• provide on-going feedback to improve the legal framework regarding EnPC.
