Project Pipeline Development – Street Lighting ESCO PPP in Belgrade

The EBRD supported energy efficiency in the Energy Community Treaty (ECT) Contracting Parties from the Western Balkans with a focus on the public sector. In that respect the objective of the assignment was to advise the City of Belgrade and support it by preparing an ESCO PPP street lighting tender for the City.

It was considered that the City contractually outsources design, implementation and performance risks to a competitively procured private company (using commercial concept of the ESCO project).

The aim of this assignment was to provide technical assistance to the City of Belgrade and support It by developing a feasibility study for an ESCO PPP street lighting project.
