Development of UNDP-GEF Full-Size Energy Efficiency Project
UNDP, 2014 - 2015

Since July 2014, GFA SEE has supported UNDP Serbia in developing a UNDP-GEF energy efficiency project entitled “Removing Barriers to Promote and Support Energy Management Systems in Municipalities (EMS) throughout Serbia.”  The United Nations Development Programme (UNDP), acting as an implementing agency of the Global Environment Facility (GEF), developed the project idea together with the Republic of Serbia’s Ministry of Mining and Energy (MoME). The goal is to provide assistance with removing barriers to promote and support energy management systems in Serbian municipalities,  thereby reducing fossil fuel consumption and associated greenhouse gas (GHG) emissions in Serbia. UNDP Serbia has contracted GFA SEE to prepare all required documentation to ensure GEF CEO endorsement of the project.

 

ESCO Pipeline Project in Serbia
EBRD, 2014 - 2015

Since May 2014, GFA SEE  is supporting GFA Consulting Group and Econoler for the implementation of the EBRD “ESCO Pipeline Project” in Serbia. This project implemented on behalf of EBRD and in cooperation with the Ministry of Mining and Energy and the Energy Community Secretariat supports Serbia in reducing its energy consumption in the public sector through energy performance contracting (EnPC). This instrument enables private sector investment in public sector energy efficiency leading to an establishment of a market for energy service companies (ESCo). EnPC projects to be developed relate to public lighting, buildings and the water sector. The project is part of the EBRD Western Balkans Regional Energy Efficiency Program (REEP), which includes technical assistance and the provision of financing instruments such as direct and indirect financing facilities for energy efficiency investments in the region.

EBRD, 2013 – 2014

Since June 2013 GFA SEE supports GFA Consulting Group with implementing the project EBRD Western Balkan Regional Energy Efficiency Programme (REEP): Policy Dialogue – Supporting ESCO projects in the public sector (legal assistance for an ESCO project enabling legal framework) in Serbia and Montenegro. This project supports national legislators from Serbia and Montenegro and contracting parties to the Energy Community Treaty in improving their legislative frameworks and enabling energy performance contracting in the public sector. www.wb-reep.org
